WASHINGTON—The courts aren’t likely to resolve several cases raising difficult questions about Congress’s right to certain materials and witnesses in time to affect the impeachment inquiry into President Trump. Democrats leading the probe, however, may still have a chance to call some significant witnesses if a Senate trial proceeds on whether to remove Mr. Trump from office.
