The High Court has temporarily stopped the arrest of former NYS deputy director general Adan Harakhe in connection to the Sh1.6 billion scandal. The court also stopped the arrest of Hassan Noor, former chairman of the ministerial tender committee. Harakhe and Noor had filed an application seeking to bar the DPP from authorising or preferring criminal charges against them. "The intended charges against me are frivolous and vexatious and the intention is only to harass and embarrass me," said Harakhe. Noor argued that the decision to purchase the equipment was based on a report submitted by the tender evaluation committee.
