The day after she told the regional council about the pipe, it contacted Wairoa District Council and told it that the discharge was unauthorised. A Wairoa District Council spokesman said the pipe had been shortened in September after a fault caused a sewage overflow to land. The department contacted Wairoa District Council and had a site visit.
