In a single decision for eight inquests, Coroner Wallace Bain described Kelly as the "primary driver" for safety reforms in the industry. Bain made no specific recommendations after inquiring into the eight forestry deaths and praising industry efforts to improve forestry safety, which disappointed Kelly's organisation, the Council of Trade Unions. "The forestry industry is now a far safer place to work than it was before these tragic deaths."
