'A COVID-19 vaccine will only be approved for use if it has met robust standards on safety, effectiveness and quality through clinical trials,' the Winter Plan states. The guidance was changed again in September back to a plea to stay at home and the Winter Plan is sticking with that approach. The Winter Plan states: 'The policy in England is that education settings will remain open in all tiers.'
