The plan will also include internal security, women's safety, law and order, procurement of modern weapons, hiring of helicopters, upgrading police wireless systems and the national satellite network. Out of the total allocation, the share of the Centre will be Rs 18,636 crore (80 per cent) and that of states Rs 6,424 crore (20 per cent). A central outlay of Rs 10,132 crore has been earmarked for internal security-related expenditure for Jammu and Kashmir, the Northeast and Maoist-affected states. A sum of Rs 100 crore has been earmarked for the Northeast for police infrastructure upgrade, training institutes and investigation facilities. New initiatives have been incorporated in the scheme for upgrade of police infrastructure.
