WASHINGTON—On Sept. 1, conservative activist Christopher Rufo appeared on television to discuss his work against an academic concept called “critical race theory.”Developed in law schools during the 1970s, the theory has drawn new attention recently amid national discussions about racial justice. Its adherents say racism pervades American institutions and call for white people to acknowledge the advantages of being born white.
