The tariffs have invited retaliation from Canada, Mexico and the EU on everything from motorcycles to chocolate, and Mr. Trump may be willful enough to escalate. Members of Congress don’t take orders from Mr. Trump and they have their own principles and constituents to represent. A vote would also expose the cynicism of Democrats who claim the GOP won’t stand up to Mr. Trump. But Minority Leader Chuck Schumer and Ohio’s Sherrod Brown are griping that Mr. Trump isn’t protectionist enough. Mr. Trump might rage on Twitter, but Congress needs to send him a message that his protectionism isn’t cost-free.
