The Congress on Sunday declared its candidates for by-elections to one Lok Sabha seat and four assembly seats spread across three states, scheduled to be held on October 21. Congress candidate from Samastipur Lok Sabha seat in Bihar will be Dr Ashok Kumar who lost to the Lok Janshakti Party (LJP) candidate earlier in May elections. The Congress also declared candidates for assembly polls in Bihar's Kishanganj; Rajasthan's Mandawa and Khinswar; and Uttar Pradesh's Balha seats. The party announced Sayeeda Bano's name for Kishanganj and said Rita Chaudhary, Harendra Mirdha and Mannu Devi will contest from Mandawa, Khinswar and Bala, respectively. The Election Commission had last Saturday announced by-elections in vacant seats across 18 states.
