The memorandum of understanding for the alleged deal was signed at the 2009 edition of Vibrant Gujarat, when Narendra Modi was chief minister. Calling Modi a "magician of corruption", Gohil said "even after gobbling up lakhs of crores, he can boast of zero tolerance on corruption". "Vibrant Gujarat is nothing but a platform for the BJP's corruption and companies have used it as a platform to inflate their share value and attract financial institutions for more funding. This was announced by the government at the 2009 Vibrant Gujarat summit. Gohil asked why Modi was taking so much interest in Vibrant Gujarat after becoming Prime Minister as other states too held investment summits.
