Composting Has Been Scrapped. These New Yorkers Picked Up the Slack.

Before the pandemic, some of the city’s organic waste was processed in community gardens, at a large facility in Staten Island and at a wastewater treatment plant in Brooklyn. The compost could be used for school and community gardens, or to fertilize city trees. Ms. Garcia said that before the pandemic upended the city budget, she had expected a similar plan to be phased in.
