So I tend to roll my eyes when I see noise bylaws come up for debate at Toronto city hall. For example, over half of all noise complaints lodged last year were about amplified sound — typically music from parties. With that established, I was glad to see this latest noise report at city hall acknowledge the futility of stepped-up enforcement for many types of noise complaints. But there is one area of policy where I disagree with the bureaucrats at city hall: leaf blowers. The report argues that complaints about noise from powered lawncare devices make up just two per cent of all noise complaints.
