The group said many overseas voters were unable to vote because there were no funds to mail them their ballots. TSM also wants the extended delays in the relay of data from the Transparency Server of the Comelec to the media networks investigated. “We hereby petition the Commission to create an independent body to conduct a full investigation on all irregularities outlined in this manifestation,” TSM President Jocelyn Acosta said in her seven-page Manifestation and Petition.
