The Fiscal Responsibility Act has been passed but while laws are effective in the fight against corruption, the laws themselves cannot arrest corrupt people; they create a conducive environment for the fight against corruption. But what is needed most in the fight against corruption is the political will to let these laws work…without fear or favour,” he said.
