This is the scenario playing out at 173 Franklin St., about a half mile northwest of the intersection of Union Avenue and Elm Street. The city is trying to rectify the situation under a state law, RSA 155-B, Hazardous and Dilapidated Buildings. City Manager Scott Myers said that about every five years, the city embarks on such an action after approval from the City Council. “The city has had numerous conversations with neighbors regarding the condition of this property,” a city report said. The city is planning to order the owner of this home at 173 Franklin Ave. to fix it or tear it down.
