Edmonton's auditor says $1.6 million was allegedly stolen from the city between 2015 and 2019 in a scheme that involved two employees. During the course of the investigation, the auditor uncovered the involvement of a second employee, referred to as Employee X. Employee X circumvented proper procurement processes to approve the submitted invoices. A second company, with which Employee X had a personal and financial relationship, also submitted invoices for approximately $150,000 in services in 2019. Mary Persson, deputy city manager of financial and corporate services, said the size of the city organization made it difficult to discover the collusion.
