The Nelson City Council has expressed its disappointment over the withdrawal of a major retail development. The matter came up in the mayor's report at a Nelson City Council meeting on Tuesday. The Cephas Property proposal was for a "mixed-use urban precinct" that would require the purchase of 2425 square metres of the Wakatu Square carpark from the council.
