For one thing, the auditor-general’s team observed scores of adults — and precisely zero children — using child Presto cards to ride for free. Infuriatingly, the report suggests discontinuing the child cards altogether until the TTC can get a handle on fraud. To wit:– When a fare inspector busts an adult using a child card, he can issue a $235 fine. But he can’t take away the Presto card, because it’s Metrolinx property, nor can it be immediately deactivated. “TTC’s Special Investigations Unit … advised that it is not considered a criminal offence to sell the child Presto cards,” the auditor-general reports.
