Canada knows how to hold proper referendums, with clear questions and clear margins of victory. Any politician trying to complicate things isn’t really interested in your opinion. But of course, nothing in Meech or Charlottetown would have “reformed” Canada nearly so much as Quebec leaving it. If any decisions are universally understood to be worthy of plebiscites, switching electoral systems and splitting up countries seem to be among them. Canada also knows how to play silly buggers with referendums, of course.
