It was the UPA which announced the OROP. "Finally, government accepted OROP and I announced it in the budget. Following that, within 10 days a statement (policy on OROP) was released by the Defence Ministry which had three features," he told reporters here while explaining OROP vis-a-vis UPA regime.He said the policy spoke of equal pension for equal service (tenure) and equal rank. This was the policy announced in that Defence statement. After claiming to implement the OROP policy, it was wrong to not implement it.
