There has been a lot said and written already about Chelsea paying Borussia Dortmund over $71M for the U.S.-born Christian Pulisic. Maurizio Sarri just said, publicly, that he didn't know Chelsea was buying Pulisic until YESTERDAY. The only thing that is clear that the final decision is made by Chelsea director Marina Granovskaia. Most clubs operate with a transfer committee of sorts with the manager and/or technical director part of the decision-making process.
