Requesting anonymity, opponents of Charter revision aired serious suspicions that the joint session might be extended into a constituent assembly. Veloso admitted that although it took the Lower House a few session days to approve the measure, but stressed that it was not railroaded. The proposed Charter provides that lawmakers should be holders of college degree.
