As city officials have pointed out, the ordinance is against state law and thus moot . A previously adopted ordinance prevents the city from putting Prop A on the books. The court will order the city to comply. Even if city officials believe they are in the right, the court may not see it that way. It depends on whether the court puts state law over the voters’ will.
