Some critics have expressed concern that people eligible for subsidies and government welfare programmes may be deprived of the benefits because they hadn’t been enrolled in Aadhaar. The government has now notified regulations under the Act governing enrolment, authentication, data security, data sharing and transaction of business of the UIDAI. “We have a detailed code of conduct for the registrars, authentication and enrolment agencies and any violation is punishable under the Aadhaar Act,” he said. An ecosystem of certified auditors will be created so that it can be ensured that the use of Aadhaar is as per the provisions of the Aadhaar Act,” he added. The regulations around code of conduct and data sharing also seek to nullify some of the arguments put up by privacy activists.
