Still, “until suspects admit to their crimes, they are usually held,” Mr. Gohara said. Mr. Kelly’s wife, Donna Kelly, was in Tokyo for Mr. Kelly’s surgery and is currently staying with him in the apartment, Mr. Kitamura said.
