Canada’s so-called Free Willy bill was finally passed by Parliament this past week. Canada already had a reputation for dragging its feet on animal rights long before Bill S-203 was introduced back in 2015. Intense lobbying efforts by powerful foes of any animal rights bills comes into play. Indeed, many leading cosmetic brands — such as the Body Shop, which backed the bill — already ban animal testing. So why did the Senate stall it?
