The Liberal government has proposed a vast new system that would be tailored to ensure illegal content, such as child pornography and hate-speech, doesn’t end up on everyday internet platforms such as Facebook, YouTube, Pornhub and Twitter. Under the new rules, platforms would be required to keep illegal content flagged by users off their websites and have robust monitoring systems. The recourse council would make binding decisions on content removal. “I really question if this is going to make a meaningful difference to anyone who has faced, you know, various kinds of problems online.”Under the new rules, platforms would also have to preserve potentially illegal content and content of national security concern. New powers given to CSIS could also allow the agency to investigate instances beyond just terrorist content online and extend to foreign interference and espionage.
