California, confronting its worst surge of coronavirus infections yet, is loosening its vaccine protocol in an effort to avoid wasting Covid-19 vaccines. The state Health Department has expanded its definition of health care workers. It now includes community health care workers, public health field staff members, and people who work at primary care clinics, specialty clinics and dental clinics, as well as lab workers and pharmacy staff. According to a New York Times database, only 1.3 percent of the state’s population — 528,173 people — has received a shot. California wants to administer vaccines to a million more people over the next 10 days.
