At the top of the ballot in California is the race to replace Gov. Gavin Newsom, a former mayor of San Francisco — but who will place second. Under California law, the top two primary finishers advance to the general election, regardless of party. But if his main Democratic challenger, former Mayor Antonio Villaraigosa of Los Angeles, takes that spot, the general election could be much closer. Ms. Feinstein is broadly expected to win a sixth term over former State Senator Kevin de León, a fellow Democrat.
