Faiz Shakir, Mr. Sanders’s campaign manager, said California is set to play “a disproportionately large role” in the 2020 nomination and that this belief permeates the senator’s campaign schedule. Mr. Sanders’s top three states for public events so far: Iowa, New Hampshire and California. Just this week, he held two rallies in the state, three speeches and his first grass-roots “fund-raiser,” and he announced eight California staff hires.
