The same authorities are now investigating whether there was a scam of some sort behind the failed project. It was agreed during the proceedings that the sums of money paid by the customers were not advances of the purchase price, but rather penitential deposits. Furthermore, evidence submitted by the general secretary of the Moratalla City Council confirmed that the developer had been in breach of contract, since no first occupation licence had been granted.
