Note that the merger of Indian Airlines with Air India led to human resource management issues that remained unresolved for years. The Railways has been organised into various departments such as Traffic, Civil, Mechanical, Electrical, Signal &Telecom, Personnel, Accounts, Stores, etc. The plan now is for a thorough organisational revamp, right from the top. Further, the Railways needs a financial change of track. To meet its social obligations, the Railways needs to gainfully form joint ventures with states and municipal bodies.
