Of the five people dropped, not one had Cabinet rank or had been a minister with independent charge. This shows Prime Minister Narendra Modi is by and large satisfied with the performance of his senior colleagues, as proved by environment minister Prakash Javadekar’s elevation to Cabinet rank. The Union Cabinet reshuffle on Tuesday was more or less along expected lines. But by restricting the number of inductees from UP to three, Mr Modi has indicated that he puts governance above politics.
