The legislative funds of three then senators were supposedly allocated to foundations linked with the alleged pork scam mastermind Janet Lim-Napoles. The funds came from the Priority Development Assistance Fund or "pork barrel" of former senators Juan Ponce Enrile and Jinggoy Estrada and incumbent senator Loren Legarda. The COA ruling did not provide a breakdown of the amount each senator allocated to Dinalupihan government. Ms. Bislig had made known her objections and reservations in several letters to the then Municipal Mayor. Enrile, Estrada and Napoles are facing plunder cases before the Sandiganbayan in connection with the pork barrel scam.
