Koome reiterated that Kibaki will be remembered for unique leadership style adding that it is his reformist lead that the 2010 constitution was implemented. Further, Koome affirmed that the Governance Justice Law and Order Sector program was initiated during the Kibaki's tenure. "It resulted to the establishment of the National Council on the Administration of Justice (NCAJ), which has enjoined the efforts of actors in the justice sector towards effective administration." Matiang'i said that Kibaki was a sober and reflective statesman who shunned disrespect in public service. Koome has challenged Kenyans to extend each other truth, reconciliation, peace and justice saying these values marked the leadership of Kibaki.
