Tensions over Buy American rules appear destined to live on after this year — even if Donald Trump's presidency doesn't. "When we spend taxpayers' money — when the federal government spends taxpayers' money — we should use it to buy American products and support American jobs. But under Trump, the rate of federal contractors offshoring jobs more than doubled. Eric Miller said it's normal for campaigning politicians to promise Buy American rules. On the day he made a speech promising Buy American policies, he visited his childhood home in Pennsylvania.
