Villar was with Department of Environment and Natural Resources (DENR) Secretary Roy Cimatu in Cagayan on Friday to inspect the Build Back Better dredging projects, which are part of the Cagayan River Restoration (CRR) program to mitigate massive flooding in Cagayan. Last year, Duterte visited Cagayan province when it was hard-hit by flooding and ordered Cimatu and Villar to implement the CRR program to prevent widespread flooding in the province in the future. "This project is seen to be a crucial infrastructure as it will provide an alternate route, being the only bridge that crosses Cagayan River on the northernmost part of Cagayan," Malaluan said.
