GEORGE TOWN: Penang MCA has urged developers in the state to set up 'On Site Detention Ponds' before clearing hill lands for development. Its secretary Tang Heap Seng said developers should build the pond first, rather than later, before the start of any projects. "Once the hill lands are cleared for development, it can't absorb rain water anymore hence it will flow down quickly to the rivers resulting in flash floods. "So the detention ponds will keep the water temporarily before it flows to the rivers, so we can prevent floods," he said in a press conference today. He said that the guidelines to build the detention ponds is already available in Department of Irrigation and Drainage (DID) booklet for reference.
