The nonpassage of the 2019 national budget would mean that the government will have to use the 2018 national budget in the first few months of next year. There are also serious issues hounding the 2019 national budget following the allegations of multibillion-peso budget insertions and revival of pork barrel for congressmen and senators. Roxas emphasized that it is the Filipino people who end up as the sore losers in the nonpassage of the 2019 national budget on time.
