Sajid Javid, the home secretary, will announce that there will be no cap on highly skilled migrants from anywhere in the world. The scheme will also open the door to some low-skilled migrants from countries with no track record of abusing immigration rules. They will get short-term visas of up to a year. Once their time expires, they must leave and will be unable to return for up to a year.
