Johnson’s deal will come into force only after it is approved by parliaments of the UK and EU. On regulation of goods, Northern Ireland will follow rules of the EU single market. On October 19, the House of Commons cleared an amendment which said that even if MPs supported the Brexit deal, it would not have effect until Parliament passed legislation — the WAB — to implement it. If the bill passes with no major amendments by October 31, the UK will have a Brexit with a deal — this is what Johnson wants. If it passes with no major amendments after October 31, there will still be a Brexit with a deal, but with a delay.
