Having obtained the consent of the European Parliament, the withdrawal agreement requires a qualified majority vote in the European Council. This two-year time limit can in fact be extended, but only with the unanimous support of the European Council. To conclude, it seems that the best analogy to describe Brexit so far is that of a game between two opposing sides.
