It is a harder path to take, but its rewards in terms of both political longevity and raising the profile of one’s milieu are much greater. In their simplest terms, these “rules for effective planning” are:The level of detail in a plan is inversely proportional to its scope. The Aquino administration’s much-heralded PPP initiative was by any measure a complete bust, only realizing about 10 percent of its objectives, and while the Duterte administration has done much better, its own “build, build, build” program is also trailing expectations, and cannot possibly catch up. It is okay to develop overarching strategies – in fact, it’s necessary – but to be effective, action plans should be broken up into manageable parts.
