The three-tier security gird comprised the Army and BSF on the LoC; the Army and paramilitary troops in the valley; and J&K police as the final layer. The Army and BSF shared intelligence about infiltration with the Army and paramilitary forces in the valley, who then synergised their movements with J&K police and tracked down the infiltrators. "The well-knit security gird was disbanded and now the Army and BSF are meant to man only the LoC. The Army, BSF and CRPF, besides other armed forces, were previously responsible for not allowing the movement of militants inside the valley," the officer said. "People are caught between militants and security forces.
