ABU DHABI—The White House isn’t planning a military offensive response to a U.S. assessment that Iran was behind recent attacks on tankers off the United Arab Emirates, national security adviser John Bolton said Wednesday, mirroring a conciliatory tone taken by President Trump toward Tehran. The national security hawk said the U.S. responded to Iran’s alleged actions by deploying 1,500 troops and military equipment to the Persian Gulf as a deterrent.
