Leila de Lima has filed a bill that seeks to redefine the dominant majority and minority parties during national and local elections. 10538 last May 8, 2019, wherein the poll body declared two prominent political parties allied with the Duterte administration as the dominant majority and minority parties in the May 13 midterm polls. Last May, the Comelec declared the Partido Demokratikong Pilipino –Laban (PDP-Laban)—President Duterte’s political party—as the dominant majority party, and Nacionalista Party (NP) of former Senate President Manuel Villar, as the dominant minority party. 7166 or the “Act for Synchronized National and Local Elections and for Electoral Reforms” to ensure that the Comelec cannot declare a party, coalition or group as the dominant minority party unless it is opposed to the dominant majority party.
