WASHINGTON—A bipartisan trio of senators proposed legislation aimed at boosting competition in the tech sector by loosening social-media platforms’ grip on users’ data. The proposal Tuesday adds to a long list of bills seeking to respond to the growth of large online platforms such as Facebook Inc. Prospects for passage are clouded, however, with lawmakers mired in debates over impeachment and other issues.
