The guidelines note that fully vaccinated people 'can gather or conduct activities outdoors without wearing a mask except in certain crowded settings and venues.' The president made his first trip to Camp David in mid-February and visited the retreat again in mid-March. He then spent the Easter holiday at Camp David in mid-April with First Lady Jill Biden.
