Meanwhile, Bhopal Commissioner Ajatshatru has served notices to Dr Khushboo Gajbhiye and two others who sent the initial report. The 19-year-old victim initially had to run from pillar to post to get an FIR registered, with the police even telling her that her story was 'filmy'. The four accused raped her repeatedly for nearly 3 hours below a culvert near the Habibganj station in Bhopal. The next day, the victim and her parents had to visit three police stations to get an FIR registered.
