Sure, you could say that during the events of Breaking Bad, we knew Francesca as a sort of dour, eye-rolling figure in the Saul sphere. Again, Better Call Saul is holding the cards and not letting us take a peak, which can, unfortunately, lead to a slight lagging of interest on the part of its audience. We haven't seen Howard since his meeting with Kim, but that doesn't mean he's moved on.
